62. The representative of Argentina voiced her concern at the lack of consensus at reaching a solution that would be practicable and feasible in practice. Her delegation had taken a constructive part in the negotiations throughout the last year and was also committed to future consultations on the issue. Referring to the subject of alternative approaches, she said that other approaches or ideas to find a solution would be welcome. She was also keen to see that dialogue or discussion evolved in terms of safeguards. She welcomed the European Communities' paper that highlighted the technical assistance aspect and reaffirmed the right of Members to issue compulsory licences and to determine the areas in which such licences could be granted.
