The representative of Argentina believed that, as had been pointed out by Canada, the possibility of challenging legitimate government measures through non-violation complaints would lead to uncertainty. Due to these considerations her delegation was in favour of making such complaints inapplicable to TRIPS. A large majority of Members supported this solution, and she believed that the Council should make a recommendation to the Sixth Ministerial Conference accordingly.
