Ambassador Yonov Agah (Nigeria)
C; D; E REVIEW OF THE PROVISIONS OF ARTICLE 27.3(B); RELATIONSHIP BETWEEN THE TRIPS AGREEMENT AND THE CONVENTION ON BIOLOGICAL DIVERSITY; PROTECTION OF TRADITIONAL KNOWLEDGE AND FOLKLORE
42. The representative of Angola fully supported the statements made by Uganda on behalf of the African Group and by Lesotho on behalf of the LDCs. He said that African countries, as well as Asian and Latin American countries, were faced by the problem of misappropriation and biopiracy of genetic resources and traditional knowledge. The implementation of the relationship between the TRIPS Agreement and the CBD foresaw appropriate protection of genetic resources and traditional knowledge at the international level, as well as allowing proper prior consent and covering the issue of benefit sharing. He said that it was necessary to address the problem thoroughly in order to effectively tackle the issue of biopiracy which was unacceptably spreading and damaging indigenous communities. This issue was a developmental issue and should therefore be brought upon the Doha Development Round. In conclusion, he urged Members to recognize the importance of the issue and to engage in constructive discussions.
