150. The representatives of Argentina, Malaysia, the European Communities, Norway and Kenya said that they considered that non violation and situation complaints were inapplicable to TRIPS. However, in the spirit of compromise and to ensure a smooth Ministerial Conference, they were willing to agree that the Council recommend the extension of the moratorium.
