19. The Secretariat said that the rules of procedure for the Council for TRIPS were those of the General Council with some modifications. Rule 3 said that "[i]t shall be open to any Members to suggest items for inclusion in the proposed agenda up to, and not including, the day on which the notice of the meeting is to be issued", which under Rule 2 was 10 calendar days prior to the date set for the meeting. Rule 4 said that ""[r]equests for items to be placed on the agenda of a forthcoming meeting shall be communicated to the Secretariat in writing, together with accompanying documentation to be issued in connection with that item". In this case, the Secretariat had received the written communications on 26 May.
