48. The representative of Japan said that in some cases laws had been amended after 1 January 1995 and that, therefore, monitoring was very important. In this context, he shared the view expressed by the United States. He wished to note that any Member had the right to raise any issue, if necessary, at any meeting of the Council for TRIPS, even in the absence of a formal mechanism for monitoring.
