The representative of Egypt said that the obligation to provide technical and financial assistance had been accepted by developed countries as a price for developing countries to accept the Agreement. The importance of technical assistance lay in its link with the obligation to implement the Agreement and the ability of developing countries to do so at the end of the transitional period, in particular in the area of enforcement.
