J IMPLEMENTATION OF ARTICLE 23.4
97. The representative of Argentina said that her delegation agreed with the approach in the document presented by New Zealand. The proposal of the European Communities was an important step allowing Members to continue negotiations in the context of Article 23.4. Providing some preliminary comments on specific points in the EC proposal, she said that under B(2) reference was made to geographical indications which identified "goods", but her delegation believed that, according to Article 23.4, the system should only cover wines. Referring to B(3) and B(5), she said that Argentina believed that both points created additional burdens and obligations on top of the notification obligations already established by the Agreement. Under C, the revised EC proposal provided for a procedure which her delegation believed implied not only the creation of a burdensome requirement, but also the establishment of a body for the resolution of conflicts above the national level.
