She reiterated her delegation's view that the phrase "in order to facilitate the protection of geographical indications for wines" was referring to a need to create a register only in accordance with existing obligations. To have a legal effect, which was implied by terminology such as "presumption of eligibility" in the proposal from the European Communities and their member States, raised questions about the interrelationship between or with existing provisions of the TRIPS Agreement and, in particular, those requiring Members to provide legal means to prevent misuse of geographical indications.
