The representative of the Secretariat said that Article 27.3(b) had been on the agenda of the Council for over three years and that there had been a rich discussion with a wide variety of issues and questions raised. The question was whether it would be helpful to delegations if the Secretariat prepared for each of the agenda items E, F and G a short note of about ten pages, which would summarise the work done, by indicating the issues that had been raised and the points made and by providing a guide to the existing documentation that had been presented to the Council.
