225. The Secretariat said that it was not possible to give any sort of exhaustive response to this question at this point. At one time, the Secretariat had a list of about 13 Members who, according to the information available, were invoking or using or benefiting from Article 65.4. Currently, however, the Secretariat did not have complete information in this regard. Furthermore, there were a few other countries in respect of which it was not entirely clear whether they were benefiting from Article 65.4. Therefore, the list of 13 Members was not necessarily exhaustive. He noted that since that time quite a significant proportion of those 13 Members had introduced product patent protection for the products in question, according to the information that they had provided to the Council. Consequently, there was a relatively limited number of countries who continued to use Article 65.4.
