The representative of the Secretariat said that he believed that the formal situation was that there was a commitment in the TRIPS Agreement to notify legislation and that the Council was a forum in which Members could interact with each other about any issue relating to the operation of the Agreement. If there were an issue related to legislation which either had been notified or should have been notified, the first agenda item would provide an opportunity for such issues to be discussed.
