G DECISION ON THE IMPLEMENTATION OF PARAGRAPH 6 OF THE DOHA DECLARATION ON THE TRIPS AGREEMENT AND PUBLIC HEALTH
185. The representative of Canada considered that the efforts made by many Members to implement the Decision underscored that the commitments were taken seriously. The amendment process should remain a technical and legal drafting exercise to transform the August 2003 deal into a permanent part of the TRIPS Agreement. Although his delegation was not a demandeur for the Chairman's Statement, its implementing legislation took the Decision and the Chairman's Statement into account as both were part of the deal. His delegation was flexible on how to deal with the Chairman's Statement and willing to work with others in a constructive and pragmatic way, but its legal status should not be changed. He hoped that the experience in implementation was helpful. He was looking forward to cooperating with the Chairman in any useful way. When working on the amendment, one should not lose sight of the reason why the Decision had been taken in the first place, namely ensuring that the full flexibilities of the TRIPS Agreement could be used to deal with serious public health issues.
