G DECISION ON THE IMPLEMENTATION OF PARAGRAPH 6 OF THE DOHA DECLARATION ON THE TRIPS AGREEMENT AND PUBLIC HEALTH
186. The representative of Kenya hoped that a solution could be reached before the Hong Kong Ministerial Conference. The statements made at the meeting clearly indicated that further efforts were needed to get there. He reminded delegations of the gravity of the health problems that affected Africa. He reported that African Ministers of health had met in Botswana on 13-14 October 2005 and had stressed the need to ensure access to affordable medicine, noting that access remained limited and costly. They had urged the international community to address this issue expeditiously and had called for a more appropriate permanent solution at the WTO that would amend the TRIPS Agreement and remove all constraints, including procedural requirements relating to the export and import of generic medicines. He said that his delegation had recently been accused of blocking consensus on the issue but this meeting clearly indicated that this was not the case. He hoped that the delegation that had given this message to his Minister would bear witness to what had been stated. His delegation stood ready to consult further, whether in a small group or in an open-ended format, so that a solution could be reached before the Hong Kong Ministerial Conference.
