Ambassador Choi Hyuck (Korea)
G DECISION ON THE IMPLEMENTATION OF PARAGRAPH 6 OF THE DOHA DECLARATION ON THE TRIPS AGREEMENT AND PUBLIC HEALTH
205. The representative of Brazil reiterated his delegation's willingness to work with the Chairman on an amendment to the TRIPS Agreement. But his delegation did not agree with consultations that only involved three parties. He did not feel committed to any result emerging from bilateral or some sort of small plurilateral consultations, as long as those consultations did not include all interested Members. He counted on the Chairman to ensure a consultative process that would be inclusive of all interested Members. This could lead to satisfactory results to be endorsed by the TRIPS Council. Although the issue was very important, he considered that a bad result was worse than no result. He recalled that the issue was not part of the single undertaking of the Doha Round. Therefore, there was no reason to push for a result by the Hong Kong Ministerial Conference. It was more important to obtain a good result for developing countries which were struggling to provide medicines and assistance to their populations.
