Ambassador Dennis Francis (Trinidad & Tobago)
I I. FOLLOW-UP TO THE SIXTH ANNUAL REVIEW UNDER PARAGRAPH 2 OF THE DECISION ON THE IMPLEMENTATION OF ARTICLE 66.2 OF THE TRIPS AGREEMENT
84. The representative of Bangladesh said that, at the Council's meeting in October, his delegation had made detailed comments on how to improve transparency of the reports of developed country Members. He said that, since Article 66.2 was dedicated to LDCs, the reporting should target LDCs only. If reports were to be made LDC-wise, it would be easier for Geneva delegates to get specific feedback from their capitals. He expected the reports to be more LDC-friendly and was interested to know: (a) the type of technology transferred by enterprises and institutions of the developed country Members; (b) the terms under which it had been transferred; and (c) the extent to which these incentives were specific to LDCs. He was not sure whether all developed countries had fulfilled their reporting obligations and requested the Secretariat to let it know which developed countries had not fulfilled their reporting obligations so that his delegation could pass its requests to those countries to be assessed in their reporting activities in the near future. At the Council's last meeting, his delegation had said that the workshop in October had been very fruitful and wanted to have another workshop this year with the possible participation of LDC capital-based delegates. He asked the Secretariat when it was contemplating holding such a workshop this year.
