L TECHNICAL COOPERATION AND CAPACITY BUILDING
207. The representative of Australia said that her delegation was committed to assisting developing countries in the areas of technical cooperation pursuant to Article 67. Australia had submitted its report setting out technical cooperation activities conducted in a range of areas encompassing copyright and industrial property over the last year. On the Brazilian proposal to use the WIPO Development Agenda as a basis for technical cooperation and capacity building, Australia's position was well known. Australia supported the WIPO Development Agenda and was committed to its implementation. However, as the United States and other Members had stated, the Development Agenda principles concerned WIPO activities including its core mission, responsibilities, capabilities and resources. Due to the different scope and purposes of the principles, they could not be used as a basis for technical assistance and capacity building under Article 67. She noted the principles and objectives of Articles 7 and 8 of the TRIPS Agreement and remained committed to providing technical cooperation and capacity building assistance.
