124. The representative of Cuba supported the statements by Brazil, Argentina and India, as well as document IP/C/W/513. She said that it would be a good idea to promote a link between the WIPO Development Agenda, particularly the Cluster A, and the work of the Council with respect to technical cooperation and capacity building. In reviewing the Cluster A recommendations, one found principles that could very well guide the Council in the area of technical cooperation and capacity building, for example, the principle that technical assistance be directed toward development and meet specific demands, be transparent and take into account special priorities of developing countries and in particular LDCs, as well as various levels of development of Members.
