128. The representative of Canada said that her delegation was committed to implementing the Development Agenda at WIPO by mainstreaming the development dimension in all of the organization's activities, including its recommendations under Cluster A on technical assistance and capacity building. The recommendations under the WIPO Development Agenda expressly concerned WIPO's activities as well as its core mission responsibilities, abilities and resources. Although linkages could be drawn between the Development Agenda and the Article 67 process, she was of the view that the WIPO efforts in this sense were complementary and should not form the basis of the consideration of issues related to technical assistance and capacity building under Article 67. In fact, in addition to Article 4 of the 1995 agreement between the WIPO and the WTO on legal and technical assistance and technical cooperation, recommendation 14 in Cluster A of the Development Agenda illustrated that the efforts of the two Organizations in that sense were complementary. Canada wished to reiterate its commitment under both the WTO and WIPO with regard to those issues and believed that the two Organizations should work collaboratively on these matters.
