130. The representative of Japan said that the improvement of the IP system was crucial for (i) continuous development from the perspective of innovation and the appropriate IP protection; (ii) the development of local industry through the creation of grants; and (iii) the promotion of investment from foreign countries, for instance. In this connection, the ongoing discussion at WIPO in the context of the WIPO Development Agenda, especially in connection with Cluster A, was also important with regard to technical cooperation activities in the field of IP. Japan, as a WIPO member state, attached importance to that Agenda and was committed to its effective implementation. Given that the different capacities and responsibilities showed the difference in constituencies between WIPO and the WTO, not all of the recommendations in the WIPO Development Agenda were directly relevant to the technical cooperation and capacity building under Article 67. This aspect should be duly taken account of.
