9. The representative of Switzerland said that he was not opposed to an enforcement item on the Council's agenda. On the contrary, in view of Part III of the TRIPS Agreement, he believed that enforcement was an important topic for discussion, which was very much within the purview of the Council. He noted with satisfaction that China had confirmed that enforcement was a relevant topic for the Council. However, the agenda item, as currently proposed, seemed to go beyond Part III of the TRIPS Agreement and concentrate more on elements outside the TRIPS Agreement and the WTO. He believed that one solution could be to reword the agenda item in a more general fashion, for example as "enforcement developments", thereby allowing all WTO Members to adequately present their views discussing the topic of enforcement.
