M ENFORCEMENT TRENDS
300. The representative of South Africa expressed his appreciation to the delegations of India and China for initiating a discussion on this agenda item. He was committed to the multilateral process in the Council for TRIPS, in the WTO, in WIPO and other forums. For that reason, he was concerned about discussions outside the Council for TRIPS that ultimately might have an impact on the flexibilities that were in the TRIPS Agreement. He recognized Members' rights to introduce more stringent measures in their own jurisdictions, but he believed, from the past experience, that the international frameworks that were referred to particularly by the delegation of the United States could ultimately find their way into the multilateral process. Whilst not being party to the negotiations, his delegation looked forward to further discussions.
