433. The representative of China said that he was proposing this minor modification only to avoid a misunderstanding of paragraph 21, which would otherwise suggest that China and India had put forward an agenda item on "Enforcement Trends". This, however, had not been the original intention of China and India and this was clearly on the record of the June meeting. The preference of India and China, shared by many other Members, had been for the original title.
