Ambassador Dacio Castillo (Honduras)
Adoption of the agenda
4. The representative of Ecuador, supporting India's statement, said that he was seriously concerned about including item K on the agenda. The provisions and coverage of the TRIPS Agreement were very precise and only provided that the Council would monitor the operation of the Agreement and in particular Members' compliance with their obligations. It only mentioned counterfeit trademark and pirated copyright goods, and there was no rules on securing supply chains. He did not understand the intended nature, scope and purpose of discussing counterfeit goods in supply chains or the arguments justifying such discussion, since the issue was not mentioned in the Agreement, Council decisions or Ministerial declarations.
