14. The representative of China said that she could not agree with Members who saw enforcement as one of the most relevant issues for the Council. While being open-minded, she recalled that the Council had a long-standing mandate to work on implementing issues. She was concerned that the discussion on enforcement might distract the Council's attention from those implementation issues. However, she hoped that the meeting could proceed as long as the discussion was consistent with the TRIPS Agreement, in line with her suggestion to amend the title of item K. Under this condition, she could go along with the discussion, on an ad hoc basis.
