10 TENTH ANNUAL REVIEW UNDER PARAGRAPH 2 OF THE DECISION ON THE IMPLEMENTATION OF ARTICLE 66.2 OF THE TRIPS AGREEMENT
184. The representative of the United States said that, like others, his delegation had welcomed the important and constructive workshop. With respect to the LDC proposal introduced by Haiti and by Angola on behalf of the LDC Group, he said the United States had reviewed that proposal closely and felt that US reporting was constantly being improved and refined, reflecting the priorities raised by LDCs at the workshop as well as in that proposal. While Members had a good exchange at the workshop, his delegation continued to have questions about the underlying rationale of several aspects of the proposal. Concerns remained also with respect to the unintended consequences of limiting the information that could be contained in those reports and the consequent impact on their effectiveness. For these reasons his delegation believed it best to continue with the current positive feedback loop where constant improvements were being made reflecting the LDCs' priorities and avoid imposing rigid strictures that might hinder rather than facilitate that important feedback. The United States would therefore wish to continue reviewing the proposal while in the meantime constantly informing its reporting based on the specific recommendations by LDCs in terms of programming and specific needs that could be addressed better.
