222. Argentina's position on this issue is well-known and, to date, remains unchanged. We believe that complaints of this type are not applicable to the TRIPS Agreement for the reasons explained in document IP/C/W/385/Rev.1, which Argentina co-sponsored together with a large number of other Members. 223. Non-violation and situation complaints in the TRIPS context are unnecessary. They raise serious systemic concerns, run counter to the long-term interests of the multilateral trading system and upset the delicate balance of rights and obligations in the Agreement. 224. We believe it is necessary to continue to explore this matter, and Argentina is ready to pursue constructive discussions on this issue with a view to finding an acceptable and permanent solution.
