48. The representative of Peru referred to document IP/C/W/11 and expressed his delegation's support for, in particular, the periodic organization of seminars or workshops in Geneva as well as in developing countries. The work of the WTO Secretariat in this respect should, however, not only be aimed at such activities merely for explaining the TRIPS Agreement but also go beyond that, given the very nature of the Agreement and given the needs of developing countries for technical assistance. He also stressed that an institutional mechanism of a permanent nature was needed, to be established between the WTO and WIPO, in which responsibilities and areas of work would be clearly delineated. Duplication of efforts should be avoided and the Organizations should not intervene in each other's area of work. Harmonious cooperation should ensure that the resources allocated to technical cooperation would be used efficiently, not only for the benefit of the two Organizations but, in particular, of developing countries.
