The representative of the European Communities said that the Community was probably the biggest contributor to technical cooperation programmes in the world and had gained quite a significant degree of practical experience in this regard in recent years. On this basis, he could only disagree with the idea of having a uniform approach in terms of amount, effort and man-hours for each country. The needs of each country in each area of intellectual property tended to be different, even among neighbouring countries. There should also be no illusion that more financial contributions would necessarily yield a better result.
