A Notifications under Article 63.2 and the procedures for the review of national laws and regulations
4. In response to a question as to what was the basis for such an obligation to notify how Articles 3, 4 and 5 had been implemented, the representative of the Secretariat referred to paragraph 2.1 of document IP/C/2 on the procedures for notification of laws and regulations under Article 63.2, that the Council had adopted in November 1995, which read as follows: "As of the time that a Member is obliged to start applying a provision of the TRIPS Agreement, the corresponding laws and regulations shall be notified without delay (normally within 30 days, except where otherwise provided by the TRIPS Council)."
