47. The representative of the United States said that generally speaking the elements contained in the suggestion made by the Chairman of the General Council seemed reasonable and should be included in the report. However, in relation to the issue of implementation, the report should also reflect the fact that in the TRIPS area obligations under the Agreement only gradually came into effect, and that most of the work of the TRIPS Council in 1995 related to institution building, including the conclusion of the cooperation agreement with the WIPO. In that respect, the TRIPS area was quite different from other areas of the WTO.
