49. The representative of the European Communities introduced a non-paper which he had made available to delegations. The prime purpose of the non-paper was to provide some food for thought and, apart from taking stock of developments in the TRIPS area, contained some objectives and perspectives which the European Communities and their Member States had in respect of intellectual property. Moreover, the preparation of the Council's contribution to the Singapore Ministerial might be facilitated by it.
