72. The Chairman informed the Council of recent developments in relation to intellectual property in accession working parties. Last January, Ecuador had acceded to the WTO under Article XII of the WTO Agreement. According to the Report of the Working Party on the Accession of Ecuador (paragraph 77), "the representative of Ecuador confirmed that the date of application of the provisions of the TRIPS Agreement for Ecuador will be 31 July 1996". The Working Party had taken note (paragraph 80) that this commitment had been incorporated in paragraph 2 of the Protocol of Accession of Ecuador to the WTO. Last week, the General Council had adopted the Report of the Working Party on Mongolia's accession to the WTO and approved the terms of accession for Mongolia. As regards the protection of intellectual property, the Report reflected a statement by the representative of Mongolia that "his country's laws in the field of intellectual property rights were already in conformity with the provisions of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), and that Mongolia would fully apply the provisions of the TRIPS Agreement by the date of its accession to the WTO". This commitment had been incorporated in paragraph 2 of the Protocol of Accession of Mongolia to the WTO. The Protocol of Accession would be open for acceptance by Mongolia until 31 December 1996 and would enter into force on the 30th day following the day upon which Mongolia would have accepted it.
