Ambassador W. Armstrong (New Zealand)
Czech Republic
A Adoption of the report (1996) of the Council
4. The representative of the Czech Republic said that his delegation was prepared to join the consensus on the report of the TRIPS Council on the understanding that paragraph 34 should be read in the broader context envisaged during the Uruguay Round negotiations on this subject matter, as reflected in Articles 22, 23 and 24 of the TRIPS Agreement. In regard to the review of the application of the provisions of the Section on geographical indications, as provided in Article 24.2, he underlined that in order to attain and further the objectives of that Section there was need for an enlargement of the product coverage of Article 23 which would go beyond its presently limited scope and operation, which was at present narrowly focused on wines and spirits. His delegation considered paragraph 34 an evolution clause providing larger flexibility in handling other products which should be included at a later stage.
