65. The representative of New Zealand said that her delegation would examine with interest the non-paper presented by the European Communities. Her delegation was of the view that analytical work should be undertaken by Members rather than by the Secretariat and its understanding was that the Council had agreed that the agreement in previous discussions on this matter had been that this was a matter to be taken up, in the first instance, in informal consultations and that the timing for these needed to into account the timeframe for the provision of inputs from delegations.
