37. The Chairperson also informed the Council of the status of her informal consultations concerning the early review of legislation with a number of other delegations whose legislation was not subject to the current review of national implementing legislation but whose legislation had already been, in whole or in part, brought into conformity with the TRIPS Agreement. She recalled the discussions on this issue at the Council meeting in July (document IP/C/M/14, paragraphs 24 to 39), where she had reported on her consultations with these delegations and where she had concluded the discussion saying that the Council should develop certain ground rules so as to give security to all Members that the review would be taken up on a voluntary basis and without prejudice to their entitlements under Article 65. All she could report on the further consultations that she had held was that, although possible ground rules for such advance reviews had been developed in her consultations, they had not yet yielded the necessary consensus. She would be continuing her consultations on the matter.
