Ambassador Carmen Luz Guarda (Chile)
H Technical Cooperation
58. The Chairperson informed Members that Belgium had notified its contact points for technical cooperation (document IP/N/7/Rev.1/Add.2). She said that 20 developed country Members had notified such contact points, which meant that some still had not. Further, she recalled that, at its meeting on 15 July 1997, the Council had agreed to focus at the present meeting on technical cooperation and that, in order to prepare for the discussion, developed country Members would update information on their technical cooperation activities relevant to the implementation of the TRIPS Agreement in time for the present meeting. In addition, intergovernmental organizations observers to the TRIPS Council had been invited to do the same. The resulting documentation concerning the technical cooperation activities of developed country Members could be found in documents IP/C/W/77 and addenda; similar activities of intergovernmental organizations in documents IP/C/W/78 and addenda; and updated information on the technical cooperation activities of the WTO Secretariat in document IP/C/W/79. While thanking the Members and Organizations that had provided this information, she said that many of the documents were at this time only available in their original language. She expressed regret that there were still a number of developed country Members which had not yet provided information on their technical cooperation activities. Given the importance that Members of the Council attached to this issue, in the light of the needs of developing countries for such assistance, she would hope that those Members would be able to provide the information before the Council's next meeting in November 1997. It was her intention to provide an opportunity at that meeting for Members to make further comments on the information submitted for the present meeting which they might not have had time to study and on any further information provided before the November meeting.
