Finland
The Government of Finland wishes to inform the Council for Trade-Related Aspects of Intellectual Property Rights that Finland has made a notification in accordance with Article 17 of the International Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations, adopted at Rome on 26 October 1961 (the Rome Convention), according to which Finland applies the criterion of fixation alone for the purposes of Article 5 of the said Convention. Finland intends to maintain the criterion of fixation as the single criterion for protection. Referring to paragraph 6 of Article 14 of the TRIPS Agreement, Finland declares that it will apply the criterion of fixation alone as far as Article 5 of the Rome Convention is concerned and wishes to apply the same criterion in the context of the TRIPS Agreement.
