The representative of the European Communities expressed surprise at the points made by Argentina because he had heard for many years that the EC proposal was, among other things, burdensome, costly and unclear as to who would pay for the costs. He pointed out that the Madrid Protocol had a system based on a similar approach whereby registration fees differed depending on the various costs related to registration in each member State.
