C.ii The purpose of the notification and registration system
79. The representative of Canada associated her delegation with the statements by Australia, the United States, Argentina and others. The TRIPS Agreement was clear on the purpose of the notifications system with the words "in order to facilitate". In plain English reading, it was to simplify the process of protecting national interests. The results of the negotiations must be to create a registration system that would help all WTO Members benefit from the provisions of Article 23. The goal of negotiating a registry system for wines and spirits was not meant to confuse the process nor was it intended to create any new obligations and administrative burdens or to diminish in any way the rights contained in Article 23.
