99. The representative of the Czech Republic said that her delegation supported the EC's opinion that the process should consist of two phases, namely, those of notification and of registration. While it was aware that many procedural questions were to be solved in this respect, it was of the view that at this stage it was necessary to differentiate clearly between the two phases. Notification should precede registration and, although it was indispensable for the transparency of the whole process, it could not replace the registration phase, which entailed legal consequences.
