71. The representative of India said that he found it unusual to have special and differential treatment provisions in the form of voluntary participation in a system. It was also difficult to understand how a system of registration could be "multilateral" and at the same time provide for voluntary participation. In this context, his delegation would like to ask the proponents of TN/IP/W/10/Rev.2 what were the special and differential treatment provisions for developing countries that wished to participate in the multilateral register.
