59. The representative of Hong Kong, China said that, with regard to the Chair's third question, her delegation proposed that participation in the system could be voluntary in the beginning and the issue could be revisited in the review after the system had been in operation for some years.
60. Regarding the Chair's fourth question on special and differential treatment, her delegation kept an open mind for any suggestions by Members in this respect.
