61. The representative of the European Communities said that he was disappointed that after 15 years there had been no advancement. His delegation believed that the meaning of "multilateral" in Article 23.4 was very clear to all Members. There was no "à la carte" system in the WTO: the issue was clearly part of the negotiations and participation should therefore be mandatory. If Members were willing to content themselves with a "mini register", there would not have been a need for 15 years of discussions.
