65. The Chairman said that between the view that the register should be voluntary, i.e. that Members were free to join if they wanted to, and mandatory, i.e. that Members had to join whether or not they wanted to, there might be something in the middle that would require Members to join because they met certain criteria. In other words, participation would be mandatory for Members that met the criteria. To further explore the space in between Members' positions on the issue of participation, he would invite the Special Session to consider if there could also be voluntary entry, i.e. Members would be allowed to join even if they did not meet some criteria. It would be helpful to determine which in-between spaces would be acceptable to Members. In light of this, he was of the view that the answer "no" given by Barbados to the first part of his third question should be reconsidered.
