164. The representative of Turkey said the word "facilitate" should not be narrowly construed to mean non binding consultation obligations. Her delegation agreed with the view that "facilitate" could also be interpreted to include legally binding procedures as well as legally binding results. That was why the mandate was about the notion of "facilitating" protection, as "protection" was in itself a legal notion. 165. As regards the nature of the obligation under the Chair's first two questions, her delegation did not want to have different levels of obligation for Members if there were to be one legal system of registration and notification. The question of whether or not there should be different levels of obligation would be a matter to be considered at the end of the day. Even in that case, the minimum obligations should have a legal nature.
