10. The representative of the United States said that his delegation welcomed the Chairman's report which contained some interesting ideas and reflected a considerable amount of work. Both, proponents and others, faced the challenge that these cross-cutting issues did not lend themselves to ready solutions that involved merely splitting the difference. Consequently, while his delegation still had concerns and questions about the scope and direction of some of what the Chairman had put forward, it accepted the Chair's intention as something that could be drawn upon as the work unfolded. In thanking the Chairman for his leadership, his delegation looked forward, despite the challenges ahead, to continuing these discussions with all the Members in the coming year.
The Special Session took note of the statements made.
