139. The representative of the European Communities thanked the Chairperson for his suggestion. However, his delegation had a serious concern about meeting the Cancún deadline and that real work would not start, as the Chair had indicated, before the second meeting, which was likely to be held in April. His delegation feared that if there was no text until then, the Council would be running a serious risk of not having an agreement and there would a "log jam" at the Cancún Ministerial Conference. His delegation felt that discussions to study the issues, which had started in 1997, were exhausted at this stage. It thought that it would be preferable to bring forward the date at which the Chairperson might be able to offer his contribution to participants in the negotiations.
