C.3.b What is meant by a "system of notification and registration"

The Chairperson informed the Special Session that the Secretariat had made available document TN/IP/W/4/Add.1, supplementing the information contained in document TN/IP/W/4, paragraphs 3-4, and in annexes 1 and 2 of that document by providing information on the WTO Central Registry of Notifications (CRN). 58. He suggested structuring the discussion according to the same subdivisions as at the last meeting: i.e., procedures, costs and the possible role of the Secretariat. He also suggested that, in dealing with these points, delegations should feel free to address the Secretariat note on multilateral notification and registration systems. Although the note was not intended to give any "recipe" for the problems the Special Session was addressing, he believed that it might give delegations some practical ideas. Also, the Special Session could take advantage of the presence of the representatives of the International Bureau of WIPO as experts to ask for clarification and further information. He underlined that, by discussing the various existing systems at the multilateral level, delegations were not at all prejudging the outcome of the discussions or their positions on the future system.
