157. The representative of Australia said that he had sympathy towards the first option and was not likely to stand in its way if consensus could be found around it. However, previous informal consultation on this issue seemed to show that this might be difficult. Since this was the last meeting before Cancun, he was attracted to the fourth option, i.e. a prolongation of the current moratorium, as the most sensible and practical way to go forward. Such an approach would enable the Council to continue the discussions on this topic. In such a case, his delegation would be interested in addressing many of the points that had been made in the discussions so far, such as the ones made by Peru and other developing countries on legal uncertainty. Furthermore, he noted that the paper his delegation had submitted in September 2000 on this issue (IP/C/W/212) was not a formal position paper as such and was tabled to outline some of the key issues.
